There can be a few reasons why plugging a USB device will cause the PC to reboot, most of them hardware related. If you can plug your Q in while the PC is off and boot the PC normally and access the Q as Geekster suggested, then its probably one of the below reasons.

Here's a few things to try:

First, if its plugged in with other USB devices, try disconnecting all the other devices and then plug in the Q. Some devices don't like to play ball when other things are connected. When I connect my Q, it disconnects my iPod Touch and vice versa, I get a "device not recognized" message on the device that was plugged in 1st. Also, having several devices plugged that require power can tax the mobo (especially older mobos) and cause a restart.

If it is plugged into the front panel USB port, try using the rear ports directly on the mobo. Sometimes the front panel connectors on the case use cheap wiring and cannot carry enough current to power a device like the Q.

If its on a hub, make sure its a powered hub. Also, try plugging it directly to the PC's rear connectors. If you have a lot of USB devices, get a powered hub, plug as many of your other devices (not the Q) into the hub and then plug the Q directly to the rear USB ports. Also, if its on any kind of USB extension cord in addition to the main cable, try just using the main cable.

A long shot might be to check to see if there is a BIOS update for your mobo and install it per manufacturers directions.
