I have a PC that does that too. I even updated the USB drivers for XP that was suppose to stop the re-starts. Now I just plug in the phone when the PC is shut off and boot up.
I was going to tear apart that d*mn thing over Easter to see if I had a short, or loose connection, etc. but I didn't get a chance to.
It could be that your motherboard can't handle the "surge" that it takes to connect the phone too.
Lot's of reasons for it to happen I guess.
