have you resolved the problem?

the key point that's often overlooked by most people is to configure your desktop's bluetooth serial port service to correspond with your activesync configuration. Depending on your bluetooth dongle, the menu navigation may differs, but you need to go to the configuration menu that allows you to configure your serial port service. If it's configured, remember what com port this serial service is/will-be binded to. If not, make sure you set it up correctly. Let's say the serial port service is running on com port 3. You will then go to Activesync (or Windows Mobile Device Center for vista), and configure the connection setting. Select com port 3 as serial com.

Then initiate activesync from your Q9 (WM's activesync > menu > connect via bluetooth), you should see a prompt on your desktop, asking you if you allow this incoming BT connection. just follow the instruction accordingly and you are done.
