I haven't used either (yet) I've heard good things about audacity though.
Personally I use Steinberg's mp3 Pro (don't bother looking, it's not made anymore) Steinberg is focused more on the professional aspect of audio (cd mastering and such)

any way, there are many different programs that you could find to do what you're looking for (many of them free too)
basically just find one that you like.
