Probably because Philippe didn't implement the
Import action. That's not flippant, just a fact. If you don't mind paying, Resco Explorer probably does allow importing.

In Windows, you just have to "execute" the .reg file, so
Import is kind of redundant. Unfortunately, that doesn't seem to work with PHM. I tried all four export formats and executing them just opened the registry editor, but the changes weren't made.
Exporting is still useful, because it provides a record of what tweaks you made. You can look at the .reg files in a text editor and recreate your tweaks.
