It's all about revenue. Unfortunately The biggest city in NH doesn't average up nationwide for number of potential customers. Wireless infrastructure is deployed where the money is at. Upgrades to the network is driven by the same cost model. It looks like on the coverage page that you do have roaming, so someone must be invested up there. Chances are they are more local so they have a more local investment strategy.
